The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $109,134-180,071/year. New hires are typically brought into the organization with a starting pay between $125,000-150,000/year. We also offer generous benefits for full-time employees which include but is not limited to:

Location & Schedule 

This position is located at the Wellington Webb Building, located at 201 W Colfax Ave. Denver, CO 80202.

The City and County of Denver supports a hybrid workplace model. Employees’ physical work location is based upon the position’s job duties and requirements, customer service and responsiveness, team and individual performance, and business needs and requirements. Our current practice requires in-office work for all employees for a minimum of three days per week. Business needs and initial onboarding may require additional days in the office. We offer 9/80 flex schedule (optional) after successful completion of 6 month probationary period.

Please note: Downtown parking expenses are the responsibility of the employee. We offer a flexible spending account option specifically for parking; if you elect this option, you can use pretax dollars for parking. We also offer an RTD ‘eco pass’ to all City employees– allowing the use of public transportation for free as a City Employee.

Denver’s Community Planning and Development Department (CPD) is seeking a talented leader who exemplifies the characteristics of a collaborative and energetic work environment to fill our Director of Strategy, Operations, and Performance position. If you are a strong leader with a passion for making data-driven business decisions, then we want you!

The Director of Strategy, Operations, and Performance will hold a vital senior leadership position on CPD’s Senior Leadership Team and perform impactful work to shape CPD’s budget, strategy, and workplan. The Director will lead a division of approximately 30 staff and provide high-level leadership support to the following work groups within the Strategy, Performance and Operations division: finance and accounting, operations and administration, data management, and customer service and support.

Key responsibilities will include:

  • Leadership: lead a division of four workgroups and contribute to leadership of the entire department as a member of the senior leadership team. This includes providing coaching, professional development, and direct supervision for 4-6 direct reports.
  • Finance and budget oversight: In coordination with the CPD executive and senior leadership team, manage the department budget, lead the annual budget process, and develop tools to track and analyze budget decisions, including hiring priorities.
  • Performance and data: advance innovation and performance management based on data insights and analytics.  In collaboration with the Data Performance Supervisor, the Director will lead data and key performance indicators to guide work group goals and performance and to monitor department goals.
  • Operations: implement long-term operational strategies, while working closely with senior management to achieve the agency’s business operations.
  • HR, employee engagement, and workplace culture: partner with executive leadership to manage personnel needs, workplace culture, hiring, employee engagement, department policies, and human resources.
  • Customer service: partner with the Customer Experience Manager and department leadership to achieve goals and monitor progress of the department’s Customer Experience Plan.

Our ideal candidate will have experience guiding teams and identifying unique and creative solutions to drive innovation and some or all of the following:

  • At least 7 years of progressive management experience with a focus in finance and/or operations.
  • At least 3 years of senior leadership and management experience, including leading teams towards achieving ambitious goals and strong outcomes
  • Demonstrated leadership with the ability to lead internal change effectively and build rapport across teams and clients/customers
  • Demonstrated experience with multi-year strategic planning, including budgeting
  • Track record of successfully dealing with human resource and operational issues at a department level
  • Strong communication skills (both written and verbal)
  • Outstanding interpersonal and teamwork skills
  • Experience in government sector preferred

Required Minimum Qualifications

  • Education requirement: Bachelor's Degree in a related field based on a specific position(s).
  • Experience Requirement: Five (5) years of experience at the type and level of functional or operational management, which must have included management of subordinate supervisors.
  • Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.
